GENESIS AND WORK PROFILE OF RURAL DEVELOPMENT ASSISTANT
Sikkim is a small and peaceful mountainous state belonging to the north eastern region of India. Sikkim enjoys a rich history and also a tradition of local governance as prior to merger with India in the year 1975 Sikkim had already had a Panchayati Raj system.The Panchayat Raj system is the topic which has grabbed the required attention of the Central as well as the State Governments in the recent time in the country. The requisite laws are in place for establishing local self government in urban as well as in rural areas. The Government of Sikkim has been taking all possible steps to implement these laws in true letter and spirit and presently Sikkim is the proud leader of the pack with outstanding performance in this field.It was during the year 1991 Panchayat Assistant a regular government employee were appointed and were given posting to different Gram Panchayat Units of Sikkim to assist the panchayat in discharging their duties. With implementation of Sikkim Panchayat Act of 1993 which is an offshoot of the 73rd Constitutional Amendment Act of 1992 the Panchayati Raj Institution were delegated with administrative and financial powers as regards to 29 subjects included in the 11th schedule of the 73rd Constitutional Amendment Act of 1992. With the growing work load more Panchayat Assistant were appointed by the Government to assist the Panchayat in the year 1995 taking the strength upto 166. It was during the year 1995 the Government had decided to re-designate the post of Panchayat Assistant to Rural Development Assistant to assist and to guide Panchayat and to look after the various work being implemented by the different department in the Gram Panchayat units since the other department do not have their staff/representatives in the village level. Since then the Rural Development Assistant have been discharging their duties for a last 16 years at par excellence, diligently and sincerely at the grass root level. The functions of RDAs are multifarious which needs versatility and aptitude which makes their functions very distinct from their counterpart i.e. Lower Division Clerk & equivalent post working in the other Departments.

DUTIES AND RESPONSIBILITIES performed by Rural Development Assistant at the Gram Level Administration are as follows.
Administrative functions:
Rural Development Assistant is the only functionary of the Government in the Gram Panchayat level being posted in the Gram Prashasan Kendra. His job is multifunctional and he is required to have cross-functional skills. He has the most active role to play in the planning, implementation and monitoring of all developmental schemes in the GPU level. He is the only person who represents his Department in the GPU level and thus he is the eye and ear of the administration in the grass root level. Rural Development Assistant are required to the attend all the Gram Sabha and ward Sabha falling under his jurisdictions where in he has to draw the minutes and read out the resolutions of the sabha to the public attending the sabha as the Gram Sabha is an Institution of direct democracy at the village level as per the the 73rd Constitutional Amendment Act of 1992 and as per the Sikkim Panchayat Act 1993. With the devolution of powers to the grass root the Gram Prasan Kendras have started functioning in all the Gram Panchayat Unit where all the works pertaining to issue of recommendation certificates for the grant of various certificates such as Sikkim Identification Certificates, Income certificates, Birth Certificates, Un Married Certificates, Scheduled Caste & Tribe Certificates and many more are being prepared by the RDAs on behalf of the Panchayats which is being forwarded to Panchayat for their signature. Consequent upon getting the recommendation certificates signed by the Panchayat he then issues it to the concern by keeping the office copy. It is mandatory for Rural Development Assistant also prepares the Village Profile which reflects the population, natural resource, human resource and the assets of the Gram Panchayat unit. In this way Rural Development Assistant act as Secretary of the Gram Prasan Kendra or Village Administrative Centre. Therefore, a Rural Development Assistant has to have thorough knowledge of the social structure and needs of the GPU.
Financial Funtions
It is the Rural Development Assistant who is the custodian of all the records of the Gram Prashasan Kendra. Such records include funds relating to developmental schemes, administration, and activities of the GPU. He maintains accounts of the funds allotted to the GPU, It is mandatory for him to maintain the following books of accounts and statements of each Gram Panchayat unit falling under his jurisdiction in the prescribed forms as specified in the schedules appended to Sikkim Panchayat Finance rules:-
(a) Cash Book, Bill Register, Cheque Issue Register & Ledger Book
(b) Monthly Receipt & Payment Register.
(c) Annual Receipt & Payment Account.
(d) Monthly Reconciliation Statement.
(e) Inventory Register for Moveable Assets, Stock Register
(f) Inventory Register for Immoveable Assets.
(g) Balance Sheet.
He along with Sabhapati has to attend to audit queries wherein RDAs has to produced,to the auditor, all such accounts and related records of the funds of the Gram Panchayat concerned as may be required on behalf of the State Government and/or the Auditor General of India under section 20(1) of the Auditor General of India(Duties,Powers and Conditions of Service)Act,1971.
With an Amendment of rule 7 of Sikkim Panchayat Finance rules vide notification no No.746/RM&DD ,Dated.08.02.2005. In the said rules,in rule 7,after sub-rule (2),the following shall be inserted,namely :- “(3) The Rural Development Assistant or any such Officer as may be appointed by the State Government for the purpose, shall assist the Sachiva in preparation and maintenance of accounts in the prescribed forms. All books of accounts,statements, vouchers,registers,etc,relating to the operation of the Gram Panchayat Fund shall be kept in the custody of the Rural Development Assistant in the Gram Panchayat Office
.

The following are the extent of involvement of Rural Development Assistant in developmental schemes being implemented at the moment in the grass root level:-
Sampoorna Gramin Rojgar Yojna.-
Under this Scheme, Gram Sabha duly conducted at the Gram Panchayat unit where Rural Development Assistant draws the minutes and the resolution of the work to be executed is identified by the Gram Sabha. Once the work is identified and executed, it is the duty of the Rural Development Assistant to monitor day-to-day progress of the work so that the work is executed as per the prescribed guidelines. He is required to monitor weekly distribution of rice to the beneficiaries and on completion of the work he is required to give physical completion report on the basis of which the final payment is released to Panchayat. Here also RDAs are required to keep and maintain all the book of accounts like Cash Book and Passbook under this scheme and are accountable and answerable to Central Audit/State Audit in the matter relating to implementation of the scheme.

NATIONAL EMPLOYMENT GURANTEE ACT:
The State Government has enacted SIKKIM RURAL EMPLOYMENT GUARANTEE ACT offshoot of NATIONAL EMPLYOMENT GUARANTEE ACT 2005 to create and provide employment to villagers for 100 days per household in one financial year was earlier implemented in the North District in the State of Sikkim as a pilot project scheme, which has now been implemented in all the four district where the Rural Development Assistant is responsible for implementation of the provisions of this Act. His main functions under this Act are as under:-
(i) Registration and Identification of job card seekers;
(ii) Issue of job card after proper verification;
(iii) To receive demand of work to be executed on need basis by holding Gram Sabha;
(iv) To forward the resolution of Gram Sabha to higher authority for technical, estimation and sanction;
(v) the implementation of work, after the sanction, under his direct supervision at village level
(vi) Maintenance of all the book of account which includes wage payment depending upon their attendance to job card holder fortnightly till the work is completed. All the nine register pertaining to this are to be maintained by the RURAL DEVELOPMENT ASSISTANT. He is solely accountable to public, audit (internal/central) regarding implementation of schemes and proper utilisation of fund.
(vii) More over he has to submit the correct Monthly Progress Report to the Progamme Officer/BDO for further on wards submission to District Programme Officer. If he fails to submit the correct Monthly Progress Report then the whole scheme executed in the State of Sikkim under NREGs would be at stake since all the future/subsequent funds release depends on the Monthly Progress Report. He also prepares Labour Budget and Shelf of work passed in the gram sabha to the executed in the Gram Panchayat unit in the next financial year.
Indira Awas Yojna
The Rural Development Assistant is required to verify the particulars of beneficiaries under these Schemes and ensure that they fulfil all the requisite conditions. He is responsible for monitoring the implementation of these schemes by the beneficiaries on day to day basis. It is on the basis of the completion report along with other report given by the Rural Development Assistant the final payment to beneficiary is release by the District Office. He also required to attend any delegates who comes to monitor the schemes as may be required by the State Government and/or the Central Government falling under his jurisdiction.
RURAL HOUSING SCHEME:
Under this scheme various number of benefits such as upgrading of house, GCI, LPG etc are extended to the rural masses. The RDAs are responsible for distribution of cheques, allotment order of the GCI and LPG to the beneficiaries falling under his/her jurisdiction. He also maintain the record of the list of beneficiaries and make it available as and when it is required by the audit, or any other individual being entrusted to see by the government (Central or State)

Total Sanitation Campaign.-
Under this Scheme, the Rural Development Assistant has to act as a motivator for generation of awareness regarding sanitation and health issue among the masses. He has to ensure formation of School Committee/Institution Committee which will be responsible for construction of latrine in the Institution and monitor the work so that the construction is done as per the guidelines. All below poverty line beneficiaries selected under this Total Sanitation Campaign(TSC) for the construction of house hold latrine and the same is closely monitored by Rural Development Assistant, who discourages open defection of sanitation responsible for causing epidemic among the masses. Upon completion of construction of HHL by the beneficiaries it is imperative upon RDAs to conduct physical verification. Once the RDAs satisfied then he gives completion report to the beneficiaries for the release of his bill. His main aim is to convert the Gram Panchayat into NIRMAL GRAM. In the IEC campaign he mobilises the school going children regarding health and hygiene. Here also RDAs are required to keep all the book of accounts like Cash Book and Passbook under this scheme and are accountable and answerable to Central Audit/State Audit in the matter relating to implementation of the scheme.
National Old Age/State Old Age Pension & SA

With the devolution of powers to the grass root level, Rural Development Assistant is entrusted with the duty of distribution of old age pension and Subsistence Allowance to old and handicapped people in the Gram Panchayat Unit. His main function in this scheme is to identify the pensioner before disbursing the pension.He also has to report the death of Old Age Pensioner to the Block Development Officer.After disbursement of the pension he has to submit the paid voucher in original to the BDO while retaining the copy for himself for record. He is thus made accountable and answerable to Central Audit/State Audit in the matter relating to distribution of Old Age Pension and Subsistence Allowance.
VILLAGE LIBRARY:
All the Gram Prasan Kendras are equipped with the village library where all the books and all the Government notifications sent to the Library by the Governemnt are being kept under the custody of the Rural Development Assistant. The main aim of the village library is to impart the reading habit among the rural masses. Since the RDAs being the caretaker of the Gram Prasan Kendra he also acts as the village librarian. He main task as a librarian is to issue book to the concern who is interested in reading them for the period of seven days which is further expandable. He maintain all the book in the proper manner by numbering all the books. It is mandatory for him to prepare the inventory of all the books in the village library and the book movement register.
BOOTH LEVEL OFFICER:
All the Rural Development Assistant are appointed as the Booth Level Officer by the Election Department where there function is to inform regarding death of the voter of the pooling booth falling under his jurisdiction to the concerned Officers. He is also responsible for the cleansing of voter list of the pooling booth falling under his jurisdiction.This is a very exhaustive job. As the Designated Officer he is responsible for receiving claims and objection as per Representative of People Act 1955.

TENDER PROCESS:
As per the notification of the government the work below 10 lakhs are being sent to Gram Prasan Kendra for tendering process.It is the mandatory for the Rural Development Assistant to inform the public falling under his jurisdiction regarding the sanctioned work which is being put to tender. He gives wide publicity of the tender by pasting/displaying the Notice Inviting Tender in Gram Prasan Kendra, School and all the public places to garner the general public attention . He is responsible for issuing tenders at the Gram Panchayat Level for all the works which are estimated to be less than 10 lakhs.
HIRAYALI :
This is a Central sponsored scheme which aimed at the plantation of the trees in the forest and in the barren land. The funds are directly transfer to the Gram Panchayat Unit by the nodal department ie. Forest. Since the fund is transfer to the Gram Panchayat Level the concerned Rural Development Assistant are responsible for maintaining all the books of accounts pertaining to this Scheme. All other department like Agriculture, Welfare, Culture , Eccleastical and other have also started transferring fund to the Gram Panchayat Unit.
RUGULATORY FUNCTION.
The Rural Development Assistant is also vested with the regulatory function under which he is duty bound to report, under Section 40 of Cr. P.C., any offence committed or any criminal activity noticed to the nearest Police Station or to the Magistrate.
EXPERIENCE OF RURAL DEVELOPMENT ASSISTANT:
Rural Development Assistant has under gone numerous training conducted by State Institute of Rural Development, AATI and by the experts on Accounts (book keeping) Administration (file keeping) NREGA, Village library and on the Panchyati Raj Institution. Some of the RDAs were sent of Karela Institute of Local Administration to attend the training on Panchyati Raj Institution.To sum up RDAs the only functionary of the Government who functions as the Administrator, Engineer, Accountant, Librarian and the Public Relation Officer in the Grass Root Level.
GRIEVANCES OF RURAL DEVELOPMENT ASSITANT.
The minimum qualification for appointment to the post of Rural Development Assistant, Upper Division Clerk, Supervisor (ICDS) is Class XII pass and above in any discipline as per the memo of the Government. However in spite of more work load and same requisite qualification as that of Upper Division Clerk and equivalent and the corresponding scale given to Rural Development Assistant is less.
As the administrator RDAs acts as the Secretary of the Gram Prasan Kendra where in he is responsible for the maintaining all the record of the Gram Prasan Kendra. His job is multifunctional and he is required to have cross-functional skills.All other functions are describe in detail are Administrative Function of the RDAs as mentioned above.
As the Accountant of the Gram Prasan Kendra he prepares all the cheques, maintain cash book, cheque book and attain the audit of the Central as well as the State as per the Amendment of rule 7 of Sikkim Panchayat Finance rules vide notification no No.746/RM&DD ,Dated.08.02.2005. of Sikkim Panchayat Financial Rules. In the said rules,in rule 7,after sub-rule (2),the following shall be inserted,namely :- “(3) The Rural Development Assistant or any such Officer as may be appointed by the State Government for the purpose, shall assist the Sachiva in preparation and maintenance of accounts in the prescribed forms. More over since he/she being all only Government Posted at the Gram Prasan Kendra he acts as a Public Relation Officer as he is the link between the Government and Panchayat
